Accuracy, security and privacy of each vote are of paramount importance to Hart InterCivic. Technology is only one piece of a system of checks and balances in voting security. Security is people, process and technology. Hart continuously strives to update security features with improved technology, advanced procedure recommendations and updated trainings for the elections officials we serve.
Hart has a record of seeking outside sources in our quality control efforts and has fully cooperated with the California Secretary of State's review. The Secretary of State's review demonstrates an advanced, malicious attack in a laboratory environment. Hart works hand-in-hand with elections officials to help them better secure – through people, process and technology – the elections they run. Our recommendations include:
- Secure access to the physical facility, as much as possible.
- Consider delivery procedures, including authorized personnel and lock-up of voting equipment (caddies, cables, etc.).
- Secure the Judges Booth Controller (before, during and after the election event).
- Secure the Mobile Ballot Boxes (use a ballot box seal).
- Access Code management (issuing and re-issuing codes).
- Secure eSlate booths, cables, and the voting area.
The Hart Voting System has a series of redundant and auditable measures in place to ensure accuracy and security. Once cast, three copies of the electronic ballot are saved. Each of the three records is verifiable and auditable for security and accuracy.
In addition to regulation by both the federal and state governments, the Hart Voting System has been independently audited by Symantec, an acknowledged leader in technology security, and has received internationally recognized security certification. Hart has implemented Symantec's recommendations in order to enhance security.
